Newly-appointed Toll Regulatory Board (TRB) Executive Director, Atty. Alvin A. Carullo bared his plans to fast-track ongoing and proposed toll road projects as well as enforce proactive regulation of existing toll roads.
Carullo was appointed head of the TRB, an attached agency of the Department of Transportation (DOTr), by President Rodrigo Roa Duterte effective March 15.
During their meeting last March 24, DOTr Secretary Arthur P. Tugade reminded ED Carullo to uphold appropriate values and character in the performance of his duties and responsibilities.
“Itong trabaho natin sa gobyerno ay mahirap, challenging lalo na ngayong may pandemya. Kailangan na matatag ‘ho ang inyong mga values, dahil kailangan natin ang mga ‘yan para magawa natin ng tama ang trabaho natin sa gobyerno,” Secretary Tugade said.
Shortly after assuming office, Carullo bared his specific plans and goals for the TRB to efficiently perform its mandate. What is needed, he said, is an effective and proactive regulation of existing toll road facilities through responsive policies.
The new TRB head also emphasized the need to expedite the construction, development, and completion of the much needed toll road projects in the country.
“I intend to inculcate the culture of competence, integrity, and good public service in the TRB,” Carullo said. Carullo also stated that he aims to have a manpower augmentation to ensure that toll regulatory functions are efficiently performed by the agency. He also intends to promote the professional welfare of TRB personnel.
In addition, he also intends to take a look at pending applications of toll operators for toll rate increases. In doing so, Carullo said, just and reasonable toll rates through a transparent consultative process will be achieved. ED Carullo remarked, “Toll rates should not be too low as to be confiscatory nor so high as to be oppressive.”
To carry out the TRB’s goals, especially now that the country is in the middle of the COVID-19 pandemic, Carullo said the agency will rely on the professionalism of its personnel.
